How can I scale my service for individual tenant need using service bus feature?

I have following question now ----

Can you please tell me more about point number 2 above? If I have a WCF service "X" deployed as cloud service (PaaS) you are telling me that I can scale "X" per tenant?

If I have two tenants and I want to offer them SaaS solution, Can I configure service bus such that

1. Tenant 1 gets two instance of X

2. Tenant 2 gets four instances of X

if so, can you please point me to some articles that talks about this?
